Our client is looking for an experienced Electro/mechanical Maintenance Engineer to provide technical support to an advanced packaging department in a high-tech medical facility.  This will help ensure the production plan is adhered to and maximising equipment up-time by through planning of maintenance and repairs.
 

Key responsibilities include:-
• Operation and maintenance of pouch fillers and associated equipment.
• Ensuring supplies of spares are maintained.
• Organised routine maintenance in line with equipment supplier’s recommendations.
• Updating procedures on the quality management system.
• Assisting productive improvement teams and the Continuous Improvement team.

Role: Our client is an international leading Chemical manufacturer who currently have an immediate requirement for a mechanical engineer to support the maintenance team. The post holder will operate in a major “Top Tier” COMAH regulated environment comprising of four suspension PVC resin process plants of 300,000 tonnes per annum total capacity

Duties:

  • Reporting to the maintenance manager you will be responsible for;
  • Providing technical mechanical engineering support to enable the company to satisfy its internal and statutory standards obligations, including the sign off all mechanical statutory inspection reports and the timely completion of remedial actions.
  • Supporting the maintenance team on technical issues regarding  job scope and  equipment specification, including the specification of mechanical engineering stores stock items.
  • Ensuring compliance with legislative and company standards
  • Implementing improvements through the management of change processes performing the role of the mechanical engineering authority.
  • Participating in process system developments as the mechanical technical expert including; hazop’s, SIL assessments, RBI etc.
  • Develop the maintenance systems  to ensure that budget and reliability targets are achieved. Specifically this includes; failure reviews, conditioning monitoring reviews, procedure development, changes to the preventative maintenance system and participation in improvement projects through the TQ and VFM systems.
  • Conduct SHE audits

Requirements:

  • Education to degree in mechanical /manufacturing; chartered engineer or working towards
  • previous experience of working in a chemical manufacturing background, preferable on a COMAH regulated site.
  • Detailed knowledge of safety and environmental requirements applicable to mechanical engineering.
  • Knowledge of maintenance operations and techniques, boiler house operations and maintenance activities.
  • Knowledge of petrochemical plant design, operation and maintenance.

Working on projects related to Stanlow Oil Refinery the Senior Buyer will be required to define, analyse, develop sourcing strategy for the relevant category of spend. You will support a dynamic procurement team with on-going management of category and supplier base and work with internal Stakeholders through-out the requisition to pay process to ensure best value for the business. The Senior Buyer will also effectively manage Third Party spend for the relevant category in line with company Delegation of Authorities (DOA), relevant HSE and legislative requirements. You will also support the team in generating cost savings and continuous improvement whilst maintaining technically compliant supply.

Due to an increase in work load and a major shutdown in 2018.  You will be responsible for the indirect services such as Plant hire, hired equipment, Recruitment/Agency support, transport, training etc.  
• Implementation and management of a strategic category structure via clear Buyer Business Plans (BBP) and contract pipelines.
• Management and completion of all requests for quotations and approaches to market from site for all spend related to the category.
• Post Award management of all Contracts
• Develop and maintain required (management) reports and spend analysis and report value improvements.
• Communicate and manage relationship with suppliers and stakeholders.
• Responsible for contract strategy & award
• Participate in process and cost improvement activities. This includes participation or leading LEAN, Waste Elimination or Six Sigma projects and coaching the business organization with use of contracts

Roles/Responsibilities:

Key Outputs:

  • To prepare mechanical estimates for the inclusions in a range of client facing proposals
  • To review a range of estimating methodologies and NORM databases and prepare defensible bases of estimates
  • To maintain and update the NORM database with Lessons Learnt from tenders and projects to ensure ongoing competitiveness
  • To review and incorporate suitable contingencies and risk allowances through discussions with key personnel

Key Tasks:

  • The review of incoming tender documentation and the production of a planned methodology and preliminary basis of estimate for inclusion in the tender strategy.
  • Engaging with internal stakeholders, in particular the Operations Directors, to ensure the basis is agreed and meets the requirements for competitiveness.
  • Establishment of appropriate NORMs and productivity factors across a range of disciplines, on a per tender basis, to ensure low risk delivery and competitiveness against the competition.
  • The preparation of detailed estimates through a range of techniques and cross check against past and current experience.
  • Use various methodologies to ascertain estimate uncertainty and the required risk factor from the tender risk register.
  • Presentation and explanation of estimate structures to Senior Management and key stakeholders, including clients.
  • Participate in Lessons Learnt and continuous improvement to the estimating database.
     

Experience:

  • Working knowledge of the petrochemical, power and process markets
  • + 5 years’ experience of estimating in a highly regulated environment with at least 2 years in proposals an advantage.
  • Experience of industrial site working.
  • Highly numerate and capable in the use of Microsoft Excel and other estimating tools.
  • Ability to communicate effectively at all levels.
  • Demonstrable capability to think independently in the use of systems, challenging NORMs and adopting best practice in estimation.

Qualification:

  • Qualified mechanical engineer or suitable numerate qualification.
