HSQE Advisor - Immediate Start PURPOSE OF THE ROLE: Provide Environmental, Health and Safety support to Rail Electrification projects and locations, to address current UK Regulatory Legislation and Standards. Promote and develop a positive Zero Harm culture, going beyond compliance to achieve excellence.

 

AREAS OF RESPONSIBILITY / TASKS

  • Provide guidance and advice to projects and employees on HSQE legislation and standards which affect Rail Electrification, using specialist knowledge and competence.
  • Support implementation of the Business Management System within your area of responsibility to ensure compliance with ISO 9001, 14001, 50001 and OHSAS 18001 and client requirements.
  • Review of new and revised legislation, industry standards and guidance documents as directed by the standards review group.
  • Assist in the development, review and maintenance of Project Environmental, Health and Safety plans and other supporting project documentation.
  • Ensure safety risks, environmental aspects and health risks are identified and regularly reviewed for projects, locations and services. As well as suitable mitigation control implemented and maintained.
  • Attend client meetings and forums as required. Attend project meetings meetings to ensure all EHS requirements are considered and actioned.
  • Assist projects using problem solving techniques to resolve EHS issues and be an integral part of the project team.
  • Undertake system and project audits and inspections on site, and of sub-contractors/suppliers in conjunction with the audit plan.
  • Provide awareness training, briefing and information to the Project / Office Teams on EHS matters to ensure awareness of relevant legislation and standards.
  • Maintain local Crisis/Business continuity plans and provide support in your area of responsibility for ensuring their effectiveness.
  • Investigate HSQE issues, including accidents, incidents, occupational ill-health and high potential close calls. Ensure applicable regulatory reporting is completed and records maintained.
  • Provide regular reports and analysis of EHS performance, as well as actions to address any negative performance and / or emerging trends.
  • Ensure all EHS records are centrally maintained to comply with legal requirements, contract requirements and company standards for document retention and records management.
  • Within your area of responsibility contribute and implement company EHS Standards and programmes, including:
  • Zero Harm Programme
  • Health & Wellbeing Programme
  • Serve the Environment Programme
  • Support the bidding process for Rail Electrification, submitting written proposals and identifying HSQE resource requirements.

Person Specification:

  • Minimum Graduate Member of: Institution of Occupational Safety and Health (IOSH)
  • Minimum Associate Member of: Institute of Environmental Management and Assessment (IEMA)
  • Minimum 5 years relevant industry and professional experience
  • Good understand of Quality processes, standards and improvement techniques.
  • Excellent communication and interpersonal skills. Coaching & collaboration skills.

Essential Experience : 

  • NEBOSH Health and Safety Construction Certificate or equivalent certificate as a minimum
  • Occupational Safety and Health Diploma preferred
  • IEMA foundation certificate or equivalent qualification in environmental management
  • Internal auditor qualification (environment, health and safety or quality) preferred
  • Track Safety / Passport competence relevant to role (PTS / ICI).

Your Skills:

  • Rail experience
  • IRSE License in relevant category (Telecoms Design)
  • Proven experience in Tester In Charge (TIC) role for Safety Related Telecoms and Operational Telecoms projects.
  • An engineering background with previous experience in a relevant Fixed Telecoms engineering environment.
  • Supervision and delivery of development and implementation project tasks within the Main
  • Line, Mass Transit and Light Rail environment.
  • Knowledge of Safety Critical and Safety Related activities in the rail environment.

Essential Experience: 

  • HNC/HND or equivalent in relevant subject.
  • Network Rail Personal Track Safety competency.

An assignment is available for an experienced Construction Manager with experience of HV/DC substation renewals to assist rail projects in the South East region – office located in London.

Roles and Responsibilities:

  • Construction Manager to work on a large power supply upgrade project
  • The successful candidate will be responsible for the HV/DC substation renewals on rail infrastructure projects.
  • 10 hours per day working, 5 days per week, Mon-Fri
  • Weekend working may be required to on an ad hoc basis to suit project requirements, no weekend rate uplift is applicable.
  • 50% of time at offices at London office and 50 % on site, they will work across all the sites on the project across the South East.

Person Specification:

  • Experienced in undertaking Construction Manager role within a contractor organisation
  • Experienced in HV/DC substation renewals on Rail Infrastructure projects
  • Familiar with traction switchgear and associated equipment
  • Experience of overseeing substation civils works and electrical installation

Essential Experience : 

  • Must be willing to travel to sites across the UK when required
  • Must have previous experience of HV/DC projects on Rail related projects for a main contractor(s)
