To manage Capital Projects for storage tanks and associated facilities on behalf of infrastructure. To manage longer term storage tank policy and strategy To provide Engineering Technical Assurance to infrastructure for all aspects of tankage works and more broadly to provide professional, technical and commercial support infrastructure mechanical assets

The role is responsible for delivery of the Capex Tankage Improvement Program for Stanlow Oil Refinery.
Individual projects form  £250k to £1m major refurbishment works, and there is a requirement to provide technical support for revenue spend.
Responsibilities extend to approx. 400 tanks across the Refinery
Value is approx. £2m-£10m spend annually.

Principal Accountabilities:
Lead and deliver Capex improvement activities on tanks to meet site business needs.
Manage the improvement processes leading to improved execution including better control of duration and costs, records including drawings, and master data.
Interact with other engineering disciplines to plan and execute projects.
Develop and control the tank Capital refurbishment budget on behalf of Infrastructure and develop new requests for authorised funds as required using Capex and Revex processes.
Manage Stanlow Tank maintenance strategy in line via RRM.
Manage integrity maintenance of tanks to ensure compliance with Company and Statutory standards implementing best practices including  completion of inspection associated activities prior to due dates.
Coordinate legal aspects of tank management (COMAH and PSSR studies) and ensure strict control of all HSSE issues for won and contract staff (toolbox talks, site visits, audits etc.)
Develop and maintain the tank system work instructions and procedures to meet business needs.
Develop and provide specialist technical tank advice to the Stanlow site.
Provide design and development for day to day Plant Changes (MOC) and be the mechanical signatory for Plant Changes.
Provide an assurance role within the PU for compliance with site standards with respect to equipment maintenance and to the overall condition of the asset base and its operation.
Manage their own time and sequence of work to meet priorities set for role by others.  Recognise and seek guidance for their Line Manager when conflicting priorities cannot be met.

Key Challenges:
Delivery of Effluent Treatment Tank Refurbishment is a schedule critical regulatory compliance project requiring the upgrade of 11 tanks alongside the current tankage relifing philosophy.
Development and management of the scope of work for tank and integrity inspections.
Identification and implementation of improvements to quality, and reliability of tank maintenance and availability.
Develop and achieve opportunities to save costs and scheduled outage periods for tank maintenance and refurbishment.

Job Knowledge, Skills and Experience:
Chartered Engineer or following a Company approved route to CEng/Eng status
Nominated Engineer or actively pursuing this authorisation/Authorised Engineer for permit to work controls (or directly working towards)
Experience in process plant engineering
An awareness and knowledge of petro-chemical process equipment, safety procedures and systems.
Strong interpersonal, communication and influencing skills
Awareness of Engineering standards (e.g. API, DEP’s, British Standards) and ability to research and apply.
Ability to rigorously prioritise work efforts and effectively handle multiple assignments, consistently meeting deadlines.
Able to apply risk assessment and mitigation techniques effectively.
Sound knowledge of standards, planning, cost control and Stanlow Engineering systems
Commercial awareness relating to contract strategy and procurement
Demonstrable HSSE focus with ability to communicate to a diverse contracting group
Good interpersonal and communication skills with proven ability to clearly communicate plans and strategy to production units.
Working knowledge of tank construction and maintenance methods.
