Lead Assistant Commissioning Manager

Role

Our client has an opening for a Lead Assistant Commissioning Manager based in South Cheshire working on a top tier COMAH site. The jobholder will lead and manage the commissioning and operational interfaces of the work area (comprising of several EWP) within the clients current Projects.


This role will be a long-term contract, possibly up to 2 years and determination regarding inside/outside of scope of IR35 will be done on an individual basis.

The clients manufacturing complex has evolved from manufacturing units installed as integral parts of much larger original facilities. These ongoing facilities are currently being upgraded and as such the client is currently undertaking a substantial, multi-million-pound, project at the South Cheshire Site which will install new reactor technology and associated systems under technology license, as well as substantial upgrades to existing utilities and services including a new DCS and SIS system to control the chemical/ process.


This is alongside maintaining current operation until successful commissioning is achieved.

Accountabilities

Provide the primary operational contact for the contract company’s design and construction engineers. Ensuring that the proposed and final designs meet the site SHE and operational requirements.

Identify operational interface issues with existing operations and lead the combined contractor / project / clients plant teams to a suitable solution, whilst meeting the very tight project deadlines.

Identify the commissioning requirements and testing methods of each of the Work Packages so that the installation and start-up of the new equipment meets business and statutory requirements.

Develop, manage and deliver all commissioning documentation and activities for each Work package to ensure that all aspects of commissioning are planned, executed and appropriately recorded leading to successful handover and start up.

To liaise with, advise and influence Plant & Commissioning managers so that plans to carry out work on their plants can be prepared and executed as required to meet the project targets.

To develop and control appropriate Safe Systems of Work for project and commissioning activities across the various work packages. This will include ensuring that all Permits to Work, COTIS and Reg 7 certificates for all contractors are planned in advance, issued correctly and are audited for compliance.

To monitor the progress of commissioning and, liaising with project managers, apply appropriate corrective actions to meet project targets.

Special Features

The project is a major investment and the jobholder will be expected to work flexibly across several company and geographical boundaries whilst carrying out the accountabilities described above.

The projects are fast track, minimum cost and carried out to high SHE standards with a number of links to operating plants. The difficulties of carrying this out on an old, operationally complex, major COMAH/hazard site are considerable and will require the job holder to use acquired technical & influencing skills to meet the demands of the role

Although part of a wider project commissioning organisation the jobholder will work very independently on the various packages within his/her control. The jobholder will work directly with senior managers in many organisations. The role requires wide experience of the Site, excellent communication skills, tenacity, resourcefulness as well as technical competence

The split of responsibilities between our client and the contract companies differs for each EWP – the job holder will be expected to adapt his working style to meet the different project contracts.

Until the whole asset is operational the jobholder will be required to retain operational responsibility for the designated process areas addressing all operating & maintenance issues that arise.

Skills & Knowledge

The jobholder must have a thorough knowledge of COMAH sites and site operating & SHE standards.

5-10 plus largescale commissioning experience

Process, Mechanical, Piping, EC&I

HNC or similar with strong commissioning background

The jobholder will have a detailed knowledge of commissioning documentation and systems and be able to link the site requirements with standard documentation provided by external companies. Where necessary this may result in pushing the external company to provide documentation over and above what they consider to be standard.

The jobholder will have high standards and have the skill to influence external organisations at every level to meet those standards.
